Red has a difficult position to bring home and temporising with 8/3, 8/2 will only make it more difficult.
The most difficult point to clear will be the mid-point so Red should start to clear it now before White’s board improves. 13/2 is the correct play as it improves Red’s home board as well as starting to clear the mid-point. Every other possible move (of which 13/8, 11/5 is the best) is at least a double blunder.
8/3, 8/2 is very nearly a triple blunder.
